Shin Pain - Runner

Hi, I am a runner and i have been having a horrible pain below me knee on the inside part of my shin.  I can touch the part of my bone that hurts and locate exactly where it is... its about the size of a quarter but there in not a knot there and the part about an inch around it is a little tender.  This has been going on for about a month.  Any ideas on the best way to fix it?  Is ice or heat better.  I havent been able to run and its killing me...  I really want to get back out there as soon as possible.  Whenever i try to run the pain turns in to like a ring around the entire part of the shin.  I dont think its a stress fracture.. any ideas.. anyone been through some thing like this?

Thanks so much!!.. i was just hoping it wasnt a stress fracture but since i can still walk and the pain is not that severe i was pretty confident it wasnt.  Thanks for the advice i will try that.

It could be shin splints. As a jumper in high school i have it. But many runners that i know get them. its when the ligaments a believe it is. am unsure you could look it up. well its when the ligaments in the bottom of your foot "drop" and it pulls down on the ligaments in your shin. Since it turns into a ring this may not be so. but you could try ice before and i have like a compression wrap around the area. then ice afterwards.
