Perhaps you can invite one or two of the girls in her class over your house to help decorate cookies, or some other fun project. This will help her to make friends in a place where she is most comfortable, also this will allow you to be able to observe how she interacts with other children her age.

What do you think is going on? First grade girls who are pretty usually have a LOT of friends - that dynamic of avoiding pretty women friends doesn't happen until much, much later. Girls gravitate to other girls who are pretty unless there is some other social dynamic.
What have you observed that would keep other girls from liking her? If you really haven't observed anything, ask her teacher. From your description, she's not just worried about being popular - she's worried that NO ONE likes her.
Has she been invited to any birthday parties or other gatherings this year?
It's intriguing that she talks about it all the time, that no one likes her. Usually girls who have reached this age are embarrassed if no one likes them, they don't tell everyone about it all the time.
My guess is, if you don't know what behaviors to help her with, her teacher will know.

what about getting her into girl scouts. my stepdaughter really likes it and it gives her a chance to make new friends.
