Low cortisol, "normal" ACTH

I have had many blood tests, 24 hour urine, cortisol test, and ACTH stimulation test and no answers. I've been told that I don't have Addison's or Adrenal insufficiency because 1. I'm gaining weight that I can't lose no matter what I do. 2) I'm seriously craving salt (when I feel nauseous, exhausted, shaky, lightheaded, and like I'm going to pass out- salt is the only thing that brings me out of it. 3) my ACTH stimulation test was "normal". Yet my cortisol is undeniably low and I'm not getting better. If anything, I'm getting worse.
Cortisol serum (afternoon around 2or3pm)
5.7mcg/dL
Sodium urine 139mmol/L
Potassium urine 33.2mmol/L
Cortisol serum (morning about 9am)
3.5mcg/dL
ACTH serum (morning about 9am)
7pg/mL
ACTH stimulation test
Baseline 5.3 mcg/dL
30 minute 21.0 mcg/dL
60 minute 26.8 mcg/dL
Which is normal I'm told.
And Cortisol 24 hour,free,urine
Volume 1825mL
Cortisol,free,urine 2.5mcg/dL
Free rate 46mcg/int
Creatinine,urine 105.8mcg/dL
CreatinineUr 1.9gm/int

All I've been told so far is that I don't have Addison's or Adrenal Insufficiency. Can someone please explain these results to me and maybe give me a direction? I am having to fight to see a doctor of any kind thru my medical and the Endocrinologist hasn't even seen me. Only relayed to my doctor that these tests show I don't have Addison's or adrenal insufficiency.
