Baby rash

My 6 month old boy has been really fussy the last couple of days..This morning when he woke up he had red like rash or bites on his arms and legs nothing on his trunk...He does have a little bit of a cold...I am just wondering what the rash could be...Thanks for your help...

No he does not touch anything...the interesting thing is the hives r only on skin exposed, he has no hives on upper arms or torso which OS covered by clothes..thoughts

When he is outside does he touch plants or flowers, what is he playing with,any sand  do they disappear later?

The red blotches seem to get worse when he is outside...they r on his legs, arms and face..any ideas?

Is it a blotchy rash or spots ? has he any siblings may have brought an infection in ..could also be an allergy ,or insect bites,  does he wear long pants what detergent do you use to wash ?
