Desperate for answers. My five year old keeps having UTI symptoms but no infection!!

What could the reason be for my daughter's discomfort. For the last few months she has been complaining of UTI like pain but tests have shown no infection. There is no redness in the area and the pain seems to come and go but is sudden. We've tried to get her to drink more water, I've changed laundry powder, given her more fruit and veg, given her baths with no soap and made sure she doesn't sit in shampoo water. I just don't know what else to do? what could it be?
