I have a concern about my son's constant state of illness.

My son is sixteen months old.  In the past six months he has been constantly sick and on a series of steroids and antibiotics.   He has a fever that comes and goes (low grade most generally) and appears when he stops taking either the steroids or antibiotics.  He did test positive for pneumonia in March, and the second set of x-rays (after 10 days of treatment ) showed that the pneumonia was still present but improving.   Besides a low grade fever he tends to get a rash that covers his entire stomach, back, neck and parts of his arms and legs.  He also has broken blood vessels that are all over his neck- appearing and then going away.   He did have blood work completed which indicated that his creatinine level was low, his calcium level was high and his WBC was low.  It also has a notation at the bottom that says Chronic  Kidney Failure <60 ml/min/ and Kidney failure ,15 ml/min which I am not precisely sure what that means but it says that the  labs were okay.   I guess I am just trying to find some relief for my child.  He is not in a child care setting but is around a care giver during the day and has older siblings who attend school that he is in contact with.   My concern is that he no sooner is off one medication that he immediately gets on another more powerful one to try to control symptoms.   I am not sure whether I am looking at "normal" childhood illnesses or something that indicates something more.  None of my other children went through anything like this.  Any information or advice you could provide would be greatly appreciated.
