My 4 year old is complaining that his penis is itchy

My almost 4 year old has been saying for about 2 weeks that his penis is itchy and he's constantly grabbing at it. I can't see anything when I look at it. I've tried cortisone cream, but it didn't help. We haven't been using any new products or anything either. Any thoughts on what it could be or what to try before calling the pediatrician?

Well, I think I'd get him checked by his pediatrician.  Definitely, kids can get jock itch, fungus there just like we can. Damp underwear, active life style can lead to that. They also can get chafed.  Since he is so little, a doctor giving you guidance would be best.
