extreme seperation anxiets

My nephew is 9 months old.  I watched him on Saturday for 6 hours.  He cried the entire time.  He refused to eat, he would not look at a toy, kicked a book out of my hand, and basically was not consolable, because his Mommy was not there.  He always acts like this even with his father.  He knows me and yet even when his Mom is a few inches away he cries.  I am concerned because it seems like he is missing out on opportunities to play with things because of his obsession.  My question - is this normal?  Can anything be done?  Should my brother and sister in law take his to see a specialist?  He does seem to have some trouble with his vision - could that be adding to the problem?  I am very concerned.
