I recommend seeing a dermatologist, not a plastic surgeon.

I believe you should consult a Cosmetic Surgeon, I am from Delhi my colleague had same issue. She visited South Delhi  Cosmetic Clinic in Delhi and is happy with the result.
I would suggest you to visit nearest cosmetic surgeon. After checking your skin type they will tell which treatment is better for you. If it is an serious problem then they can tell you go for cosmetic surgery.

Plastic surgical treatment is a surgical strong point involving the restoration, reconstruction, or alteration of the human frame.
