miscarriage??

hi....i wish to getan idea when exactly it is considered as miscarriage?i found out i was pregnant on 26/06  (~4weeks pregnant)with spotting. however blood test a week later on the 2/07 was told is not an ongoing pregnancy. so stopped using progesterone pessaries supplied aweek ago. 3/7 i got heavy period with cramps. this last for about a week. blood test done again after one week on 9/7...spotting still.....but my hcg is still increasing. not doubled but slow increased. an vaginal u/s done on 10/7 .saw a sac in uterus(~6weeks). was informed no heart beats and sac is smaller than what it should be at that stage of pregnancy. hcg  was 1813 then. another blood test done on 17/7. my hcg is still increasing and it was 2180. and i had spotting after the one week heavy period until 3days ago (20/7). now no discharge or anything but i still have breast tenderness.

am i considered as have had a miscarriage or still not yet???? and when should i expecting my normal period?  doctor told me that the previous bleeding is not a normal period?!

I had a miscarriage at 7 weeks at first i started to spot and had cramps then i went to the doctors which he informed me my cervixs were still open and i was going to have a miscarriage later that night the bleeding got heavier with blood clots and around 3 o'clock in the morning i pass the tissue which was the baby so i took it to my scan the next morning which they confirmed it was the baby.
