Not necessarily. Just because you have low fluid does not mean you have NO fluid. At this point your fluid could be decreasing becuase you are approaching labor. Have they told you exactly what your fluid measurements are? Anything over 5 is considered normal, but the closer delivery gets, the amount can decrease. Unless baby has NO fluid, it's best for him/her to stay in and finish maturing until s/he is ready to come out.
My oldest was born via emergency c-section due to oligohydramniosis (I had NO fluid), breech presentation and intrauterine growth restriction. As long as baby has some fluid s/he is fine, your doctor will let you know if there is cause for concern.
That happend to me with my second child and they just did ultrasounds everyday..... He ended up being over due.....
