Depending on the building.
Some buildings are very solid and sounds barely travells between the apartments..
Then there are buildings where you can hear your neighbor flush their toilet...

i agree with giraffe. Just because you pay rent doesn't mean you can disregard your neighbors. they pay too.Think if it was flipped and you were the quiet neighbor. I HATED apartment living. I have good hearing so I hear everything from sex to kids to fighting, even in expensive, nice apartments and condos. Ugh. With kids, your best bet is being on the bottom floor, then you don't have to stress about them jumping around and their noise level and i agree on the time frame. As long as you aren't loud too early or late, it's fine. Mid day is typically a given for noise. I have had to complain about neighbors occasionally, but it was because late night parties or something. Kids have never really bothered me because I know they're not making noise to be stupid. they're just being kids. I always went to the neighbor 1st to see if they'd fix the problem. If it reoccured, then that's when I'd call, but like i said that was more for partiers, loud bass or things along that line and usually after like 11pm, even though 10 was cutoff.

Depending on where younlive there are laws to protect you as a renter though. For instance in California an apartment complex can not evict you or punish, or file a complaint about your child stomping your child crying they can about "someone" stomping

Ahhhhh apartment's just don't seem like a good place for my.kids an I then if my 3 year old decides to throw a tantrum and scream I'm sure the neighbors won't like it :/ and yes I don't see it that way either (u pay the rent so who cares) only BC my in law was kicked out of a cottage she lived in for loud disturbances.

I generally stick to a courtesy of no music or vacuuming before 8 or after 8. Also, exercising if you are on the second floor is very annoying to neighbors, as well as stomping on the stairs. I don't see it as you pay rent so you can do whatever you want. That is not courteous and others will treat you the same. People can hear you sometimes but choose not to say anything. TV is generally not heard but loud music or yelling is.

Just know your "quiet hours"  for instance ours are between 10pm and 8am if your too loud then you will get complaints probably not for vacuuming but for music maybe. I choose to live down stairs because I talk really loud and do goofy stuff. So that might be something to consider if your really worried its harder for them to hear you when your down stairs

As always it depends on the volume, but tbh I threw many a party in our old place and never had any complaints. I suppose it also depends on the age of the building and how good the insulation is. You would probably get more complaints for living like a slob lol
