Negative home pregnancy test result, but all the symptoms?

I'm on the pill,but sometimes take it 1-3 hours late. It would have been around 3 weeks since we conceived, and I took a couple tests that came out negative. For the last 2 weeks I've been nauseous, have tender breasts, slightly dizzy, weird cramps, have to pee more often, am bloated, all of the works! Could it be too early to tell if pregnant? Even though it's been about 3 weeks? I don't know what to do, I heard that even if you're pregnant, some women still get their period ( withdrawl bleeding) from the pill, should I take another test or wait?
