How can my cervix open???

So I've been at the clinic twice due to my contractions being 4-6mins apart with my 4th child....they told me my baby's head is really really low but my cervix is still high up and in only dilating a 3...I keep getting sent back home..so I was wondering of anyone has had this problem..

I'm 38 weeks and 2 days. I'm not even dilated. My doctor said walking works but only if your body is ready for labor

I'm 39weeks...dilatin 3 my Dr said just to walk more and or sit on a ball that it'll help but walking I do a lot as a server...Sunday was my last day due to barely being able to walk now....I really just want to have this baby. Everytime I walk my pelvic bone pops and My back feels like it's being bent backwards
