i have never heard of the innie outtie thing
part of the umbilical cord will still be attached but it will have a clamp on it...trust me it will look gross but with proper care and cleaning it will fall off as it should
the hospital will explain how to clean it and they will show you how to put a diaper on without covering it

I have never heard of the belly wrap to make a innie not a outtie either, but I've always been told it's more to do with extra sink around the belly button or how the cord is cut that determined that. A belly button is basically a concave scar and sometimes that scar pokes out further then others. And some babies have little hernias from time to time that make theirs stick out more, it usually goes away on it's own. My daughter had that, she is now three and her belly button doesn't stick out very much any more. My 9 year old has always had an innie. But I don't think a wrap will help that.
