20+1 and midwife won't sweep even though I'm in slow Labour

I'm 40+1 today. At 37weeks I started having contractions. I had a check and I was dilated to 1cm. After which my contractions slowed down. Since then I've had at least one contraction an hour but regularly coming down to every 3 minutes, for hours before slowing again. This has been going on for three weeks! I'm so tired as they are always strong enough to wake me if I'm sleeping. anyway, my baby's head is super low and putting a lot of pressure down so I can hardly walk, however my midwife won't do a sweep to see if it will help things along. And she is refusing to even do a cervical check to see if I am progressing at all. I'm very worried that there is something wrong with my cervix stopping me from being able to dilate and that that is why it's so prolonged as she is in the ideal position to come and has been since 36 weeks.(to the point that the scan couldn't measure her head as it was too low to see properly). Am I able to go back and demand a check and /or a sweep to get this moving?
