11 by 28 weeks does sound excessive. I have had some complications with my pregnancy this time that cause extra sonograms to be needed as I have conditions that could affect my baby's growth so they need to monitor her regularly. Even with all my issues they have only done 4 and I'm 29 weeks. And I have 1 more scheduled for 31 weeks. But at every one they tell me heart beat, measurements, approx weight of the baby and how each and every Organ is developing. And yes if insurance doesn't think it's necessary a sonogram is very expensive. Good luck.
Doctors only get paid more if they actually bill the insurance.my doctor does u/s at each appt for all of his patients himself so he can monitor the progress of the baby but he only does it long enough to check that everything looks good and to hear the heartbeat. He only bills ins. for the dating scan and anatomy scan though and the others he doesn't report to them, but are just for his records.
Doctors get paid more for an ultrasound than they do for a heartbeat count.

@mags242001 I felt like that at first happy to see baby but once I told my mom I have an ultrasound every visit she got freaked out and told me I needed to stop that it isn't good for the baby. When I went for my 4D ultrasound to find out the sex of my baby even the lady told me I've had way too many. She almost didn't even want to do the ultrasound but I had already paid.
So funny.. me on the other hand would love to have an ultrasound every time I went in. I feel like my prenatal r for nothing cuz I just go in n get asked how r u feeling, any bleeding n listen to the heart beat for 2 seconds. I'm starting to thing y even go when they don't do much.
Also, don't be afraid to turn it back on them. When they ask, "don't you want to see your baby," ask in return, "why are you insisting on another ultrasound? Is there something you're not telling me?"
Don't even acknowledge their guilt tripping questions. Counter with your own questions and insist THEY answer YOUR questions.
I would wonder what your insurance is going to charge you too. If it's not medically necessary your insurance won't cover it. I have had a lot of ultrasounds with this pregnancy. But I've had a lot of problems. You should definitley talk to them about it. I agree with the pp, what else will they pressure you into?
Thanks @megantea123 I know I should be able to say no but when they guilt trip me I feel obligated and they make me feel like I don't want my baby jus cuz I say no. But I'm gonna stand my ground this next time and refuse the ultrasound. I have an appointment in 3 wks, I'm gonna show them the link you gave me!
Also when they try to guilt trip you, say that this is not about what you WANT, but about doing what's best for you and baby, and they need to explain to YOUR satisfaction why this is a medically necessary procedure. NOT why it's safe, but why it's medically NECESSARY that they do another ultrasound so soon after doing the last one. And don't submit to an ultrasound until they give you an answer that actually satisfies you. You are the patient and you have a RIGHT to say no.
Can you change doctors? I would worry that, if they're going to guilt trip me into excess ultrasounds, what else are they going to pressure me into.
