Baby turning?

I'm 28 weeks and feel the baby in both my rib cage and down my vagina. Could this mean he's turning into the birthing position?  I'm not asking if I'm ready to go, I just didn't know if some turn head side down early?

Your baby my just lie in low position. MY baby was lying low from beginning I think I always had pain down below and can feel it kicking in my vigina and and on sides of my belly. I'm not sure in what position they are they moving all the time tho so even if yours did turn it still can turn
