I went into labor with my first and my water broke at the hospital when I was about 9cm. They didn't break it though. With my second one my midwife broke my water when I was 10cm because I was ready to push and it was still intact. But then baby came 30 minutes later with no interventions.

I went into labor naturally but my water didn't break. After being in active labor for a couple of hours they used the little tool to break my water and shortly thereafter I had my son. Not everyone's water breaks before labor, but it doesn't mean that they have to be induced either.
