Weight loss and was already underweight

Hiya. I'm 19 years old and as of today am 19 weeks pregnant. Before pregnancy I was 103 lbs. Which is only because I tried so terribly hard to gain weight after being underweight for years. I mean I was 87 lbs before I gained all the weight. Then I got pregnant. Instead of being a happy 103 and gaining because of my little bug I am losing weight. I'm now 96 lbs. Every time I've been to the doctor they've said nothing about weight. Even though they were recording my weight every time. I figured almost half way through my pregnancy I would have gained something. But I'm not. I don't even exercise so I'm not burning off calories to lose weight. I know I should exercise but I'm afraid to lose more. I don't have the funds to eat super rich foods to help me gain but I'm eating the same as I was before pregnancy. Why aren't I gaining weight and will this endanger my bug? My doctor doesn't seem concerned but I don't see how not.
