My son ALWAYS got a rash when he was teething, weird!! But I always had to put a diaper cream on his legs, between his boy parts, and by his butt or he would get a rash! Some babies are just rash prone, my niece got a rash from cloth diapers and regular diapers! I've had good luck with Luv's and they're cheaper! So it was a bonus! Good luck either way!

Try a diaper cream that is made for yeast, it might be an infection and not chafing. Cloth diapers are fine, a bit leaky is all. Get the kind with the waterproof wrap. I had poor results with my son, since his little manhood would always aim and squirt right out, but I didn't have the best of wraps for the diapers. Look at some of the choices (in our town, the diaper service had the best selection) and buy ones that look like they will hold on at the legs.
I switched from Pampers to the costco brand (Kirkland) and his chafing is bad. I'm not sure if it's from the switch or from his teething and the heat on top of it all.
Try a different brand of pampers it could just be that brand thats irritating him
