Well, my problem strats like this:Me and my housband are about to have a child.
We are woried about this.
The parents of my husband married although they are cousins.
So my housband had born with hipospadias.
My question is my child can develop diseases because my parents in law are cousins?

hypospadius isnt that big of a concern these days - its easily fixable.
You should talk to a genetics counselor to get a better idea. I think it would depend on what "level" they were cousins and if they were blood cousins, etc.
