In California there's low income housing or low income apt. I live in needles Cali. And just moved in a low income apt 2 bedroom Newley remodeled. If you are on medi-cal or anything talk to your caseworker and see what he or she can do to help. The sooner the better.
In Oregon they have the 211 hotline that gives info on resources and whatnot. If you're on any assistance now that should help you get more through another program. Maybe call your caseworker if you do receive other benefits.
Not sure about in California but I would go to the government website and look up info they should have some sort of program and the qualifications for it.
