Some babies are not allowed to have water as it can throw off their electrolytes (usually babies born prematurely or are under a certain percentile for weight). My 2nd daughter was allowed to have water, per her pediatrician's suggestion, for constipation because she was in the 75th percentile. So I don't doubt babies CAN have water. But for the most part they should be getting their fluids through breastmilk and formula.
My Ped actually said that my baby should be drinking water after 6 months. Most babies do drink little sips of water through out the day especially now that its hot outside. He still does get his formula but that is 3 times a day i would think he might get thirsty in between his bottles.
I would not give it to a baby. There's no reason a baby would need tea, nor do babies drink water. They should be given only breastmilk/formula unless otherwise indicated by a doctor.

In this case you really need to consult w/ your baby's pediatrician. Some herbal teas contain substances that could be problematic to a young baby.
