On our baby-moon...I sat with my legs in the hot tub and I was seven months pregnant...

You can stick your legs in. You don't want to go in hot tubs or take baths that are over 101 degrees. Raising your body temperature causes vasodilation which decreases the amount of oxygen that gets to the baby. This is also why you also need to report any mid-grade fevers as well

I've been told don't go in a really hot bath because it can cause labour and harm to the baby but I'm sure your legs will be fine

Ehh. I don't see any harm in just your legs, just not for too long to where it raises your body temperature too much. Doctors give the okay to put heating pads on your back and what not. So I'm sure if you're stomach is not being directly affected, you should be okay.

No, it is not safe. Most hot tubs are around 104 degrees. You shouldn't be in water hotter than your body temperature. It can cause harm to baby, just like a hot bath or heating pad on the stomach.
