You might look into IVF abroad. It's a lot less expensive.
Ovulation tests are a really good tool to use when trying to concieve, but dont actually guarantee that ovulation takes place for sure, it does measure the Lh hormone that spikes just before ovualtion is to occur but doesnt actually say for sure that it did take place, measuring your BBT (and the ovualtion strips) would be a better way to see that ovulation has occurred as it would show the actual signal that ovulation is occuring as you temp shows changes... Its not impossible for women you age to get pregnant but in most cases farther intervention may be needed, especially if the tests your Dr did, did infact show early signs of menopause... you did mention that finacially most interventions from this point may be too expensive,which does limit some options but to start i would track your BBT for now, keeping an accurate record that you could take to a different Dr just to see if there is any options available that maybe you havent discussed with the first Dr, or to the first Dr to show that you feel you are infact ovulating enough for an easier intervention...
