Your symptoms suggest that you have chronic sinus disease, infection or other.  This could be allergic or infectious.  The bloody nose could be due to nasal and sinus disease but a bloody nose is a very common condition and you may simply have rupture of a superficial blood vessel in the nasal mucosa.  However, 3 weeks is a long for the latter to last and the bleeding could be coming from infection, inflammation or a tumor.  If the bleeding is not limited to your nose; that is, present in your urine or stool or skin, that would indicate some type of clotting disorder and testing your blood for a clotting disorder would be appropriate.

Bottom line is that you should have your doctor examine your nose.  It would also be appropriate for him/her to order a CT scan of the sinuses.

Good luck.

First order of events, stop smoking.  Your doctor can drug your symptoms, but it is up to you to build health.  Heart Failure Solutions is a blog about building health no matter what your health issue is.  The point is, that if you ignore your symptoms long enough, you will have major health issues before you consider building health.
