Irritated urethra

I had unprotected sex with a girl about three months ago. About a week after I noticed some discomfort at the tip of my penis. I had to urinate frequently and it reminded me of when I had gonorrhea when I was younger. I went to the clinic and got tested and they also treated me for possible exposure to g/c. All tests came back negative but the irritation persisted. I waited two weeks and then got tested again. Negative again. A few weeks later I noticed some inflammation in my testicles also. So, to the dr again. He treated me for epidimytis with a course of cipro. Well, its 3 months since the exposure and I still have discomfort and redness at the tip of my penis. It does not burn to pee and my testicles do not hurt anymore. I have noticed some discomfort in my pelvic area. I have been tested for hiv twice since this happened with the most recent test being 10 weeks after the exposure. Can anyone shed some light on what is going on here? My dr obviously has no clue and I am getting very frustrated with the pain and discomfort. Thank you so much for any help that can be offered.
