So first thing - stop trying to pop them. If it's a bacteria, like from infected hair follicles, you could be spreading it.
It doesn't sound at all like herpes. Herpes sores don't bleed, and they would pop. Herpes would also be a cluster of blisters, not spread out like you describe.
So what is it? It could be molluscum contagiosium - https://www.cdc.gov/poxvirus/molluscum-contagiosum/index.html
It's something that anyone can get, and it can be an STD, but you can get it at the gym, kids get it at day cares, etc. Check the pics at that link and see if yours look that way.
It might also be something like Fordyce spots, which are totally normal.
It wouldn't cause any burning when you pee. You might be a little dehydrated if that's happening. Up the water, lay off any caffeine and alcohol, and see if that helps.
In any case, you're going to need to see a doctor. I don't know where you are, and what kind of lockdown you're under, but getting tested and checked for STDs is considered essential medical care. You've been asking a lot of questions about STDs. I think you've tested for most of them, right?
