tiny pimples on penis head, HELP!!!!

I'm 21 and have been in a monagumus relationship with my girlfriend for about 9 months. We have unprotected sex. Were both our first unprotected partner. Recently I've noticed these tiny red painless pimples on the head and the inside of the foreskin of my penis. I went to the doctor and got looked at by a speciallist and she said I was ok. About a week ago I used lamisil with the active ingredient teribifine and it seemed to have worked. We had sex three days in a row and these pimples seem to be back. I got tested for HIV and STDs and they have all came back negative. I'm scared and not sure what they are or what I should do. PLEASE HELP!!! I have pictures I just don't know how to post them.
