Penis rash recurring with a cold?

I'm 33 years old, and this just started happening in the past year or so. When I get a cold (usually symptoms of coughing, congestion, etc.) my penis sometimes develops a rash on the head an upper shaft. If I scratch it enough, it becomes raw.  The rash usually results in the skin eventually flaking off/peeling once the rash/cold runs it's course (1-2 weeks).

Is this some sort of herpes or something? It's not like little bumps, but more of a broad area that gets reddish/purplish.  One time it happened I suspected it was from receiving oral sex with too much suction (in other words, I thought it was a bruise/hickey), but I have had it again since, an the correlation I am making is that it comes when I get a cold or sinus infection.

I'm also married and have not had any sort of affair. Wife and I use condoms as our form of birth control, so I doubt she gave it to me (she has no such rash or anything either).

At first I thought it was related to Psoriasis since I've had that in the past, but this is quite different than the raised, rough skin that you get from psoriasis.

It can be a yeast infection.  I don't know why it starts when you get a cold. No std works this way. Just have a doctor look at it. Does not sound like herpes.

Occurring with a cold is a correlation.  I can't be certain it is the cause.  
Wife and I usually use a condom, but coincidentally, we did have a short bit of comdomless sex the night before the rash came back this time.  I can't remember if we did the same the last time the rash occurred.  She does not have a yeast infection though.

When you get the rash see a Dr to look at it.

Update:
Went to my general practitioner.  He was basically stumped and referred me to a dermatologist, of whom I will see on Wednesday.  GP tested for yeast and HSV.  Yeast was negative, and HSV is still processing, though the GP was very doubtful of HSV.  He also seemed doubtful that it was an STD of any kind.  Slight possibility that it has something to do with Psoriasis (which I have had in the distant past, and still have traces of it on my arms), but also a longshot.
  
Over the weekend the rash seems to have stopped spreading, but has gotten more sensitive and painful as the skin is very raw.  Slightly less painful today, but the affected area is coated in a thick, oozy substance resembling mucous.  Not sure if that means it's infected or healing.  I've been applying Neosporin in the mean time.
