Possible late symptoms 11 months later

On January 1, I had protected anal intercourse with a girl i didn't know and while having intercourse my penis head broke thru the condom.  I didn't know it broke so i was probably having intercourse or 5-10 minutes and immediately washed my penis once i realized the condom broke.  I didn't experience any HIV or STD symptoms I have read about online.  I had a skin irritation below my belly button that eventually went away after applying Lotrimin.  In February I started to date my girl friend and my eventual wife and we got tested.  She got tested for everything which was negative and I only got tested for HIV because i went to a clinic that gives you your results the same day and the HIV test was $175.  My results were negative for HIV and I haven't experienced any STD symptoms either.  Last week I felt a tingling feeling on my pubic hairs and I cut them off.  I usually keep them trimmed and I hope the length caused the tingling feeling.  the tingling feeling is mild around my scrotum and i have it on my buttocks and thighs.  I also have two painless blemishes on my penis.  I have read so many websites about symptoms and I don't have any pain during urination, no colors other pee colors then yellow, no sores,  no lower back pain, no headaches, no pimples, no blisters, no painfull intercourse, no rashes, no warts (not sure if blemishes are warts, but they look nothing similar to pictures i see online).  The thing that has me worried are the blemishes on my penis.  One resembles a flat scab and the other is blemish (spot).  I have been having a consistent tingle in my genital area and that is all.  I haven't had any itching.  If i'm sitting down and experience a tingle I can re-adjust my penis and it stops but the tingle can persist on the side of my thigh (i have hairy legs but not extreme), buttocks or scrotum and seldomly on my penis.  My scrotum had felt tender for a few days but I had worked out and had the soreness from not working out in awhile.  The discomfort has decreased as my body has recovered from workouts.  I had sex with the unkknown girl Jan 1 and it is october.  Is it possible to start experiencing STD symptoms 11 months later.  If i had an HIV test wouldn't that have detected an STD even though i didn't pay for an STD test?  Could the blemsihes on my penis be genital warts?  Could I have Herpes?  Would that doctor be obligatd to let me know I had an STD.  Are STD's dormant like HIV can be?  If i don't have an STD how can i stop this tingling feeling?

thank you for the feedback,  I took a benadryl and the tingling has stopped.  I will definitely see a doctor about the spots

STD symptoms 11 months later is highly unlikely. HIV test has nothing to do with STD tests. See a Dr for the spots...would have no idea what they are as they could be many things.
