Red blotches on penis glans that don't go away

I'm in a monogamous relationship right now but I have had other partners in the past. I'm worried I have some sort of STD but any symptoms I read about say nothing about an irritation that is very persistent/doesn't go away... ever. This has been going on for probably 2-3 years.

I first noticed some red blotches on the head of my penis probably almost 3 years ago. These same blotches are still there today. They have not healed or shrunk since it got there. However, it may be spreading a little to other parts of the penis glans. There is no puss, they are not bumps, they don't itch, they are just red areas of skin scattered around the head of my penis. My partner and I have performed oral sex on each other (he didn't show much concern) and he has no symptoms. I guess I'm just looking for confirmation that this isn't herpes or something. Everything I've read about STDs is that there is a sore or an outbreak of some kind that HEALS and then possibly comes back. Does this sound characteristic of any STD?

The large majority of genital rashes and other skin abnormalities are not STDs, and there is no STD that can explain "red blotches" of the penis. Herpes certainly cannot. See a doctor if you remain concerned.

Sounds like maybe these are veins on the head? Depending on the color or your head. I have some bumps on my head that haven't gone away but the color is more blu/purple like veins. Doesn't sound like herpes at all. Herpes pop or dry up after a week or so. You can check with a doc for confirmation.
