Red irritating sore skin on base of penis....

I was wondering what could be causing this theres lots of little white lumps (which I hear are normal) all irritated at the bottom of the penis , previously my penis was all red and itchy .... the GP give me some canesten for this but... now my scrotum area becomes itchy , red and sore...
I had a std tests (all std's) before this all appeared and I have came back clean..
