Symptoms consistent with syphilis, yet tests are negative.

Symptoms

August 19/2017
sex with condom, oral sex without condom (with a female).
After 1 Week
Mild irritation at the tip of penis
After 2 weeks
Meatitis, urethritis, dysuria
After 3 Weeks
Red bump on groin, near penis, slowly healed in 2-3 weeks.
Mild sore throat.
Since September
-Various rashes/pimples on legs, arms, hands, chest and stomach area. Rashes tend to disappear within minutes or hours, pimples tend to persist for a few weeks and then change into brown spots that slowly fade away.
December:
- A small red rash and a few tiny, fluid filled pimples on penis, disappeared in 1-2 weeks
- Extreme headache, dizziness and neck pain that lasted 2 weeks. Continue to have headaches and dizziness since then.

Testing and Treatment

2.5 weeks after exposure: Blood and urine test for HIV, Syphilis (RPR/TPLA), Chlamydia and Gonorrhea: all negative.
10.5 weeks after exposure: Blood and urine test for HIV (AG/AB), Syphilis (RPR), Chlamydia, Gonorrhea and 23 various micro-organisms: all negative. Positive for HSV-1 (1.53) and Streptococcus B. Prescribed doxycycline and acyclovir, no noticeable effect.
22.5 weeks after exposure: Blood and Urine test for HIV (AG/AB), Syphilis (RPR, TPLA, FTA-ABS IGM/IGG), Chlamydia, Gonnorhea and various micro-organisms: all negative. Prescribed 1g Azithromycine and cefixime 200mg 2x/day for 7 days.

Currently still have meatitis, dry flaky skin on penis, frequent headaches with dizziness, frequent body rashes that are difficult to see and tend to appear and disappear rather quickly. I'm very cared and confused. Please advise.

3 months after the exposure if you tested for syphilis and it was negative, it was because you don't have syphilis. It's true that this bacterium can "hibernate" for so long inside the body, but in the moment it causes symptoms, is not invisible for tests. Definitely you don't have syphilis.
