my boyfriend thinks he has an STD

2 weeks ago my boyfriend noticed bumps on his penis. He got tested and everything came back negative (gonorrhea, chlamydia, HIV, hep C). His doctor told him it could possibly be herpes or syphilis, and that if it gets worse they will biopsy it. He told me it hasn't gotten any better or worse in the past 2 weeks.
I have never had syphilis (or at least have never had any signs of it). I know I have had cold sores in the past, and the last active cold sore i had was about 4 months ago. I got a blood test done and it showed that i have hsv 1 but not hsv 2. We had oral sex once, but that was about 6 months ago, and since then have only had regular intercourse.
Is it possible that these bumps he has are herpes transmitted from me?
If its not herpes or syphilis, what else could it be?
Most importantly, I want to know if oral herpes can be transmitted by vaginal intercourse and show up on him as genital herpes???

Someone suggested that it could be HPV? I think it would be helpful to know all the possible things it could be... what else could it be if not an STD?

Herpes is a possibility..try posting in the herpes community for more info.
Highly doubt syphilis.by the symptoms.

Bumps can be many things, often not a STD
