Herpes or Fordyce Spots?

a few months ago I notice a bump (red, hard no pain) on one side of my penile frenulum and I got tested and that test came back negative, then in early December I noticed another spot (white, no irritation bigger than the first spot, I do not notice any redness around this bump) on my frenulum further down and this one is in the center of my frenulum I got tested again and again the results came back negative for everything. then a few weeks ago I noticed three more bumps (very small, red/white, a little tingling but not much no pain) when I had an erection that are close together and near my frenulum right under my penis head. I do not think it is herpes because I have had this new little cluster for around two weeks now and they aren't turning to blisters and I can barely notice these new spots unless I make the skin tight near them also I believe I do not have herpes because the first bump and second bump are still there and they have not changed at all.  I have noticed some tingling in the spots but not very much and my balls can be itchy at some points. the first time I got tested I was single and the second time I was tested I had been with two girls since my first test 1 was a girl at a party and the other is my new girlfriend and at least 4 months went by between each testing. and I had slept with my now girlfriend and the other girl before the first test as well and the second time I was tested I had slept with the first girl right after my results came back negative from the first test and then got together with my girlfriend a few weeks after that (about 5 months before my second test) and since I had slept with both women before my first test is that enough time for it to show up on the second? also my girlfriend shows no signs of anything and was tested a few weeks before my second test. does this sound concerning to anyone and does anyone have any ideas as to what it could be?

Has a doctor seen these spots?

They don't sound like herpes, because of the reasons you mention, but they could be genital warts or molluscum. They could also be fordyce spots, but only a doctor that examines you can make that decision.

Warts tend to cluster, and Fordyce spots are typically seen more when you stretch the skin. Just get them checked though. That's the only way you'll know for sure.
