Why discharge coming from penis?

So my whole story is like this, I had sex with 4 different woman 7 weeks ago on a weekend. But I used condom all the times. Expect at 1 time where one girl gave me unprotected blowgob. A week after that I started to feel really sticky and rash like feeling on my scrotum but those rashes are not visible because of skin color. I can only feel them. I went to 3 different doctors and they told me its fungal infection and using Lotriderm topically but its been more than a month and its not getting better instead Yesterday morning I noticed there are water like thing on my urethra( penis hole), rest of the day it was dry, some time I can see it when press it a little. I saw that water like thing again on my penis in the morning today. When I went to the doctor for examination my urethra was dry. So doctor cant tell anything about it. But sometimes comes and somtimes it dry I dont know why. I am also feeling lot irritation on my penis glans. sometime burning, pinching etc. but I did not feel nothing on my penis for 1st 4 weeks after my last sexual contact. Its started when I started using lotriderm cream. I never had this type of thing before. I have lived in really hot and humid conditions before. But i was working out in gym 2 to 3 hours everyday before this infection. I have already done tests for gonorrhea and Chlamydia that were negative

I am already been treated for HPV warts 3 months ago but they never returned after that and neither I have any sores or bumps anywhere around my genitals. I have been this rash like feeling on scrotum and really sticky and tacky feeling for around month now. I am not sure about the discharge and only noticed it couple of days ago. Today I can see its coming all the time.

The oral sex would have been low risk. Overall don't see this as much of a STD situation. Low possibility of herpes and/or HPV. But can only advise you to follow up with your Dr.
