Worried about Genital Wart..

I have been in a relationship with my girlfriend for over 4 years, and we have only been with each other. About a month ago I found a pink nail sized flat pink spot on my scrotum. It isn't raised, its completely flat (Doesn't seem to have the cauliflower top that I read about) When the scrotum skin is stretched the spot just looks completely flat, but obviously when the skin isn't stretched it appears to have a texture just because it's basically wrinkly like a scrotum would be. I just have no idea what it is. It doesn't really itch, and its just one spot. One flat, pink, pinky nail sized circle on my scrotum. It's been about a month and I started using Cortizone about 2 days ago and I already feel like it appears to be getting better. But should I see a doctor? What are the odds it's HPV?

They just really don't seem to match what I've read about HPV and I also have had all the HPV shots. But I don't understand what it could be.
