Blister on Penis

Yesterday I had a small blister on the shaft of my penis towards the base pop up, it was filled with clear fluid and blood, there was no red skin around it, was not bulbus in nature but more flat(slightly raised I guess), I had also masturbated that morning, I popped it and it bled for a bit(I know I should have left it alone). There was also no pain or itching associated with it. The only sexual contact I have had is with the same individual in the post I placed in this forum on the April 22nd, on December 25 there was anal intercourse and she rubbed her vagina on me,  I also had contact with 46 days ago I recieved oral sex from her and I fingered her, I washed my hands after touching her,(as far as I can remember) could I have possibly contracted herpes then or could it have happened back in December? She says that she is positive for herpes, but it was more up in her hairline and I did not come near that area..Does this sound like it could be herpes? I was negative for HSV-1 and HSV-2 around the beginning of February.

Makes no difference in my opinion or advice.  Stop trying to get a definitive answer online; it will never happen.  See a provider.  This is my last reply.

I should also not that there was no hair growing out of it.....

Would it matter if the blister occured on top of a hair folicle, it didn't have a head like a pimple did?

Sounds more like a pimple than herpes, although I am confused about the combination of both clear fluid and blood.  Pus and blood I understand, but clear fluid (like water) and blood rarely go together.  But herpes rarely presents with only one lesion, and expressing blood also suggests a pimple.  The fact that your partner has herpes 'up in the hairline' does not mean you were not exposed, however.  People with genital herpes have virus present in the vagina and cervix, not just where outbreaks occur.

So from your description, herpes seems unlikely, but it is possible.  The way to know for sure is to see a health care provider in the next 24 hours, while the lesion is still pretty new.  In the meantime, keep your hands off it.
