Does a risk exist?

Hello Doctor,

I have a question regarding what my STD risk is.  I am a gay male, and practice safe sex, but my mind has been racing regarding this event.  I gave a man, who was a stranger, a hand job. He did the same to me and he also performed fellatio on me briefly but I read that the risk through receiving fellatio is practically 0 for HIV and therefore I am not worried about that.  He did not ***, but my hand came in contact with his pre-ejaculatory fluid.  I had a little bit to drink, so I wasn't in the smartest of states, and after he left, I started biting my finger nails.  Later on, I also started to touch my penis head. I'm worried that his pre-ejaculatory fluid could have gotten under my finger nails, and potentially retained the ability to infect me with an STD, and this coupled with the fact that I bit my nails and put my fingers in my mouth, in addition to touching my penis head after, has really got my mind racing.   In addition, I am not circumsised.
1.  Doctor, what is the HIV/STD risk here?  I understand a slight STD risk exists for receiving oral sex with regards to some bacterial infections but not HIV, but I am worried about the finger nail scenario the most as I havent been able to find any info about the finger nail scenario on the web.  
2.  Can HIV survive underneath a finger nail and retain the ability the infect if the finger comes in contact with a body opening?
3.  Is any sort of testing warranted?
4.  Has anyone gotten HIV (or another STD) by exposure to infected semen or vaginal fluid either underneath their finger nails or underneath someone elses?

Short answer- no risk, no need for testing.

Masturbation is safe sex.  No risk to you for acquisition of HIV or any other STD.  Please realize that in the course of masturbation miniscule amounts of genital secretions are inadvertently shared between partners, nonetheless there are no HIV transmissions which have occurred in this way.  The virus does not penetrate intact skin well, nor survive well out of the body.  As for your specific questions:

1.  Zero, no risk. The reason you have not read about the finger nail scenario because it is a non-issue.

Final Clarification: He did not ejaculate, but my hand did come in contact with pre-ejaculatory fluid.  With regards to touching my penis head, I mean the head and the urethra openings.

Just as a follow up, there was no hand washing in between any of this.  As I said, I lacked sound judgement that night.
