Some fungus infections are resistant to clotrimazole. but I can't say that's what you have. Lots of other things could cause similar symptoms. You're going to need to rely on your doctor's advice. Whatever you have, it isn't herpes and it isn't serious.
Do you think it could be a fungus and somehow I'm not reacting to the clotrimazole? I'm going to the doctor tomorrow this really burns. I stopped using it for a day.

This doesn't sound at all like herpes. Regardless of the apparent similarity compared with the HSV photos you found, genital herpes simply does not cause skin lesions that "...are VERY tiny about 10 tiny bumps and hard to see if my penis is not dry." And none of your other symptoms suggest herpes either. And herpes lesions always heal within 1-2 weeks.
Since you don't say you have seen a health care provider, I assume you have not done so. That's your next step. In the meantime, don't put any creams or other medications on the penile area, scrotum, etc.
