Can Chlamydia or gonnorhea develop between two non-infected people?

If two people have been in a relationship for a year and both of them tested negative for stds and never use condoms but then one day one of them tested positive for Chlamydia or gonnorhea, does that mean they have been unfaithfull or could it be possible it was developed between the two of them or some other weird way without cheating?

Chalmydia and gonorrhea are STDs which only exist in human beings and are only are acquired from other humans.  I have described the two very, very rare situations which might provide alternate explanations for what you seem to be describing  Beyond that, I really have little to offer.  EWH

In the vast majority of cases, if both persons have been tested for chlamydia or gonorrhea and are monogomous, a new chlamydial partner will have been introduced from outside of the relationship.  There is an outside chance that either the infection was missed on the first test and took a long time to become apparent or that the second (positive) test was false positive. Each of these is quite rare with most modern tests for these organisms but was more common in the past using older test methods.  EWH
