Not Sure if I have an STD Or Urinary Tract Infection
I have had unprotected sex with a girl who had a negative STD Test. Prior to her I have had no STDs. Last Tuesday I started to get a pain at the tip of my penis. At first it was mild and maybe a bit itchy then it just turned to a slight burning pain/soreness. I have no redness, no pus, no bumps, no other symptoms but that. I started to urinate quite frequently, especially for how much I am drinking. I think I have gone about 10 times in the last 5 hours. When I urinate I only feel a slight burning sensation at the tip and its not every time.

OK, that settles the STD part. Now you need to see a urologist. UTI in men often (usually?) happens because of an underlying urinary tract problem, such as obstructuon of urine flow by an enlerged prostate, a kidney stone, or other problem -- often serious if not not diagnosed and properly managed.

I went to urgent care this morning and the doctor examined me. She stated it appears as though I have UTI. I was prescribed ciprofloxacin HCL.
About four hours after my appointment my STD test results came in, it is negative.

At your age and with the symptoms you describe, I am now more concerned about a UTI. Did your sexual exposure include unprotected anal sex? That's a risk factor for non-STD UTI due to normal intestinal bacteria.
Presumably you mean a urine specimen, yes? Probably it will be tested for chlamydia and gonorrhea, but nothing else -- unless you also requested a culture for non-STD UTI bacteria. Even if the test is entirely negative, you could still have an STD, e.g. nongonococcal urethritis (NGU) or herpes (unlikely but possible). And if you in fact have a UTI, it is very important that it be diagnosed and treated promptly. Delaying even a couple of days seriously increases the risk of complications, like infection asceding into the kidneys. I strongly urge you to see your primary care physician right away. If you don't have one or if s/he cannot accommodate you tomorrow (Monday), consider a walk-in urgent care clinic.
Please let me know how this sorts out after you have been examined and your various lab results are available.

Last time I had sex with here was 8 days before te onset of symptoms.
I do not have any discharge coming from my penis. I have been looking thoughourly every day and I have none.
When I urinate I feel like I have to go bad. Example I just went to the bathroom 5 minutes ago and I am already feeling the urge to go again.
I just took a test through and online service and dropped the specimen off at a lab. I should get an answer by Tuesday. I was going to make an appointment at urgent care but I figure they are going to subject me to the same tests.

If you are older, e.g. 40 or more, then a nonsexually acquired UTI may be a possibility. However, UTIs are rare in healthy younger men, far less common than STDs. Based on the symptoms, you may be right to be concerned about an STD, despite your partner having been checked recently. It would be helpful to know how long it was from the sexual exposure and onset of the penile pain. When you need to urinate, is it urgent -- i.e. a sense you need to do so immediately? Have you examined yourself to see if there is any abnormal discharge or mucus in the urethral opening? (It's best to look when you haven't urinated for a few hours, especially early in the morning.)
Looking at the comment below, did you arrange for testing on your own, e.g. through an on line service? Or did you see a doctor or clinic? The latter approach is preferable by far when there are symptoms like yours; if you haven't been professionally evaluated, please do so -- regardless of and without waiting for the test results. In addition, if the sexual exposure was recent, speak with your partner about this; it would be a good idea for the two of you to attend a clinic together. If you're in the US, your local health department STD clinic, or a Planned Parenthood clinic would be excellent choices.
