The events you describe did not put you at risk- NO RISK! Therefore testing is a waste of time.
If you had been exposed, while testing with a combination p24 antigen/HIV antibody test would be strong evidence that you were not infected, these tests do not provide definitive results until 4 weeks (28 days) after exposure.

Im sorry can I ask one more question is a p24 antigen and antibody test done at 20 days conclusive at this point? Im getting the results tomorrow. I expect it will be negative based on your assesment of risk. I just dont want to give my wife anything as she is breastfeeding our 10 week old

Welcome to our Forum. I have several comments which I hope will be helpful to you. First, I need to disagree with your doctor- there is NO meaningful risk for any STI from the activities that you describe- inserting your finger into her anus is a form or masturbation and no risk. The same is true for having sucked your partner's breast- no risk to this either. there is no reason for concern or for any testing related to the events you describe. I am confident that the tests that were taken will be negative and there is no need for further testing related to the events you described.
The penile irritation you describe could have several causes including irritation during sex the day before or a reaction to the latex or perhaps lubricant on the new condom. I presume that irritation has improved, as would be expected if this was due to the sorts of irritation I mentioned.
Finally, I would suggest you see a dermatologist for two different things. the "bumps" you mention may be normal and may have been present before the encounter that you describe but unnoticed. This would not be unusual. Secondly however, having a "scab" on the shaft of your penis "that never goes away" is very unusual. Despite the fact thtat this have been present for years, I would suggest that you have a dermatologist take a look at this as well.

One more comment I have had a scab on penis shaft that never goes away. Dr has looked at it many times been years. Does risk change if during hand job this scab came off. I dont recall if it did or not
