Initial reply, based only on the title you selected for your question -- before I read anything else. Mutual masturbation is risk free. There is no need for STD testing. Now I'll read the rest -- and we'll see if your situation is sufficiently unusual to make an exception.
It is not. Hand-genital contact rarely if ever transmits STDs even when genital secretions are used for lubrication. My guess is that your symptoms are normal body sensations, magnified to by anxiety to a point that you notice more than otherwise. You should not worry at all about this event and should not be tested, unless there are other potential STD risks you haven't mentioned.

Again thank you for the advice though I am still extremly nervous as the growth has not gone away yet and it has been several weeks. I posted on the Dermatology forum to see if they may be able to give me their opinion, as I await my schedualed Dr's appointment. The growth is near the base of my penis and is not flat or cauliflowered shape but rather rather raises vertically from the skin. Could this still be HPV? Im nervous because Ive engaged in mutual masterbation 5 times in the past 6 months outside of a long term hetero sexual relationship.

There have been claims of hand-genital HPV transmission, and some technical virgins nevertheless have genital HPV. But the risk of transmission from any single hand-genital exposure is astronomically small and can be ignored. And why worry about genital HPV anyway? You're going to have it someday; everybody catches one or more genital HPV infections during their sexually active lives. It isn't anything to lose sleep over, since the large majority of infections clear up on their own without ever causing symptoms. In addition, you can consider getting immunized with Gardasil, the vaccine that provides 100% protection against 4 of the most troublesome HPV types -- the two that cause most genital warts and the two that cause most genital cancers.
In any case, stop worrying about that event 6 months ago. Protect yourself properly if and when you start having real sex (peneitrative) and at that time select your partners with common sense and use condoms. Other than that, stop worrying. Life is too short for such nonsense.

With this type of activity is there any increased risk of HPV, I know in your earlier statement you stated that "Hand-genital contact rarely if ever transmits STDs". Ive also engaged in this activity 6 moths ago as well.
This doesn't sound like HPV or any other STD, and in any case direct observation by a health professional is more accurate than any guess I can make from a distance. Since that person thought you had a prominent hair follicle, that's also my best guess. Genital warts do not show up sooner than 2 months after exposure, usually 6 months or more.

I noticed a small pinkish white bump in the area off to the side of my penis. I went to a walk in clinic and the doctor thought it was a prominent hair foliclle but told me to "watch the area". Any chance my exposure and this new bump could be HPV?

There was only hand to genital contact, some slight body contact but no genital to genital. The secretions were minimal at best as well. My biggest concern was that I did this outside of a long term relationship and was fearful of bringing something back to the relationship.
