13 days post contact -- Negative urine test for Chlamydia, Gonorrhea; Negative blood test for HSV I & II, Syphilis, HIV
37 days post contact -- Negative blood test for HSV I & II, Syphilis, HIV
I plan to get tested at 3 and 6 months as well and will report.
Welcome to our Forum. No, I do not believe what you describe is herpes. The problems you describe do not sound like herpes to me.
Unless your partner had a visible cold sore your risk of getting HSV through oral sex is less than 1 in 10,000. Further, the lesions you describe do not sound at all like herpes either. The lesions of herpes typically appear first as small blisters which then go on to break and form shallow ulcerations. Your lesions do not sound like this. Furthermore when people get HSV for the first time it typically takes 2-3 weeks for lesions to resolve, not just a few days. Finally HSV occurs at the site of inoculation, not elsewhere so the dots you have noted on your chest are not suggestive of HSV either.
I hope the test for HSV you had was a swab from a lesion, not a blood test. If positive, blood tests typically cannot tell you where on the body an infection is nor how long you have had the infection.

I just noticed several small red dots (pin head size) my chest and abdomen and that also made me recall that my chest was itching last night -- not so much now. I think this probably clinches it.
