No lesions whatsoever....if doesnt clear up this week doc says urologist next..

Sorry, your situation is getting beyond the scope of what might be done through internet-based advice. With negative tests, I doubt that the antibiotics are doing much at all. Are their any lesions associated with this? If so herpes might be a possibility. If not, I think working with a doctor, in person, is the right thing to do. this is really not in the realm of STD associated symptoms. EWH

...In short the uthrea pain cleared up after about 4 days...3 days later it came back with a vengance and i went back to the doc...I had another urine test(negative) and the doc has me on both doxy and cipro..and seems to be at a loss since there are no other symptoms besides the uthrea pain. I continue to have no discharge, sores, redness, blood,difficulty urinating, etc... all i have in tenderness along the uthrea and a fairly steady burning type of pain in the uthrea... urination does not markedly increase the pain i am having.
He is thinking of a specialist if no improvemnt...needless to say getting vry worried and hoping you may have advice..

Sorry, I don't know what to say about the small white spots in the inside of your lip. They really do not sound like any STD and without the ability to exam you I would just be guessing. Sorry. EWH
Doc, i appreciate the quick response. I hope you are correct about potential infection. I can definately say that the pain the testes is fairly noticable and the now diminishing pain/burning in the urethra was pretty strong.
Since my posting i have noticed a tender small group (pepper size) of white dots on the inside of my lip at near the base of the gum. Is there some cold type of virus that could cause all of this since i have some congestion and a little fatigue?
anyway that is all and i will keep my fingers crossed for an uneventful outcome

You have little to worry about and the symptoms that you are experiencing are almost certainly not due to STD. Your genital exposure was protected and from oral sex, the major STDs you were at risk for are non-gonococcal urethritis and gonorrhea, both of which would have certainly been treated by the treatment your doctor has provided (ceftriaxone was almost certainly the injection plus the doxycycline). There is nothing in your history to suggest other STDs. There are no STDs that cause the sort of migratory discomfort that you are describing.
From your history, herpes is just not on the list of possibilities/
My thoughts - you are a bit concerned about this exposure and, as a result, you are paying far closer attention to your genitals and sensations in and around them than is normal for you. As a result, you have become aware of sensations that you would have ignored in the past. It the testicular discomfort progresses, I would return to your doctor but I think that is unlikely to occur. This is not and STD and in all probability will resolve on its own - just watch and wait. EWH
