As for the vaginal exposure, the condom protected you from any STD that could possibly explain your symptoms. And you undoubtedly already learned that oral sex is low risk for all STDs. Further, the vague and mild nature of your urethral symptoms -- "sensitivity" and frequent urination, without discharge -- are not very suspicious for STD. They are most suggestive of genitally focused anxiety, i.e. increased awareness of normal body sensations
UTIs are rare in younger men (under age 40) unless there is an underlying anatomic anomaly of the lower urinary tract. Unfortunately, you're never going to know for sure whether you might have had either a UTI or an STD such as nongonococcal urethritis or, even less likely, gonorrhea, because of taking azithromycin before any testing was done. All culture tests and any further STD testing that might be done are going to be negative because of the antibiotic. Taking it before seeing a provider was a mistake. (I can't tell for sure from your description whether you also took the levofloxacin [Levaquin] before the urine culture was done.)
That said, it probably makes no difference in the long run, because I doubt you have (or had) a bacterial infection of any kind. That your symptoms apparently have continued proves the point; it means no infection is the cause, i.e. there was nothing that could have responded to those drugs. The doses you took were not all that small, by the way. They were less than normally prescribed for diagnosed infections, but those recommendations are based on intentional overkill. You took enough to suppress and probably cure all the infections we are discussing.
At this juncture, I am not sure it is worth the time and energy to be evaluated either by Planned Parenthood or a urologist. Of course follow through with either or both of those visits if your symptoms persist or you remain concerned. But my bet is that they will gradually fade with time. There certainly is no significant chance you have anything that could ever harm your health or that of a sex partner.
