Take my comments above at face value, stop overthinking it, and stop searching the web. You're seeing scare stories. Hand-genital contact transmission of STDs is pretty much an urban myth: theoretically possible but extremely rare.

Yup. That's what I would do, if I were in your circumstances.

The exposure you describe carried no risk, for all practical purposes, for HIV, herpes, or any other STD. These infections are not transmitted by hand-genital contact. If this is your only potential risk, I would have recommended against any tests. To your specific questions:
1) A negative duo test at 19 days is around 90% reliable. As noted, I would not have recommended any testing, and therefore see no need to do another test. On the other hand, having started down that path, if for reassurance you need a conclusive negative result, have another duo test at 4 weeks or more after the evnt.
2) There is no risk of syphilis. But RPR at 19 days is meaningless -- much too soon. For conclusive results, test at 6+ weeks.
3) I recommend against HSV testing.
4) Asymptomatic HSV infections occur, so absence of symptoms is not, in itself, conclusive evidence against infection. But you weren't at risk, so I wouldn't worry about it.
